President Barack Obama has issued Presidential Study Directive No. 8 dated December 21, 2009 to revamp the export control regime that includes International Traffic in Arms Regulations (ITAR). The ITAR regime has been a historic flashpoint between space launch and commercial satellite firms and national security hawks in the Congress, according to Space News.
