The Wall Street Journal reports on the Orbital Sciences Corporation proposed spaceplane today saying, the manned proposal doesn't rely on the Taurus II rocket or Cygnus space capsule it is developing to ship cargo to the space station, noting that because the Taurus rocket's "performance is limited," the company opted to find another solution to try to provide cost-effective, long-term human access to low-earth orbit.
